Characterized by intellectual difficulties where full assessment is not yet possible – for example in very young children or where co-occurring difficulties prevent reliable evaluation. May apply when concurrent sensory, motor, or communication problems preclude accurate assessment of functioning level. The diagnosis is provisional and requires future reassessment.
